Chelsea were carved open by a long punt from Matvey Safonov, and Kvaratskhelia held off Mamadou Sarr long enough to bend an effort past Robert Sanchez just six minutes in.
And just eight minutes later, PSG doubled their lead; after stealing the ball in midfield, Achraf Hakimi pulled it back to Bradley Barcola, who picked out the top-left corner with a stunning volley.
Kvaratskhelia had a second goal disallowed shortly after the half-hour mark for offside, giving Chelsea a reprieve.
The Blues had their chances, with Safonov making a string of fine saves to keep out Joao Pedro, Moises Caicedo and Alejandro Garnacho throughout the game.
