Cowherd believes that Penn State and Texas have the edge as far as quarterbacks go. He feels that between Nittany Lions QB Drew Allar and Longhorns QB Arch Manning, the schools have the two best quarterbacks in the entire country.
As for the other three, the Buckeyes, Ducks and Bulldogs, Cowherd praised those three programs for their excellent coaching, excellent recruiting or both.
