According to the model, the Cleveland Browns, Seattle Seahawks and Los Angeles Chargers were the most improved between free agency and the draft. The Pittsburgh Steelers and New Orleans Saints had declined the most.

To give some perspective, we’re also noting our EVE (Efficiency Versus Expected) and TRACR (Team Rating Adjusted for Conference and Roster) rankings from last season. TRACR uses advanced metrics and other factors to calculate how many points per 10 drives better or worse teams are or were compared to the league-average club during a given season.
